Cesar holds a law degree and has over 36 years of professional experience across various specialties, particularly in civil, criminal, and administrative law. He has served as the Attorney General of the State of Chihuahua and as the State Delegate of the Attorney General’s Office, holding both positions from 2010 to 2021.

In addition to his legal practice, Cesar has contributed significantly to academia for more than two decades. He has shared his extensive knowledge by teaching undergraduate classes at prestigious institutions, including UNAM Law School and Tec de Monterrey, Mexico City Campus.

Throughout his career, he has held highly specialized roles, such as the Head of the Specialized Unit for the Investigation of Operations with Resources of Illicit Origin and the General Directorate of Crimes Committed by Public Servants. His work in these positions, particularly at SIEDO and the Office of the Inspector General, has earned recognition from various civil society organizations and agencies in the United States.

Not satisfied with his professional achievements, Cesar has pursued further education, earning master’s and doctoral degrees, along with various diplomas in administrative and criminal law. His commitment to remaining at the forefront of his field is evident through his participation in specialized forums, such as the Financial Action Task Force (FATF) and international forums to combat corruption.
